Report it as a phone fault using the phone fault repair number 0800 800 151. Do not mention the broadband fault, as that will result in it going into the wrong queue, and will delay the repair.

I'm sorry you've been given incorrect info, the 0800 800 151 number is for reporting landline issues. If you have a broadband fault it's 0800 800 150 that you'd need to call.
Re: Repair for vulnerable elderly Is 151 not still the number for faults? Used to be open 24/7 - 365 Days a Year. Wasn’t perfect but it worked and the Helpdesk Agents were trained to understand line faults/conditions. They could have raised a Welfare Cases directly with Openreach for the fault to be bumped up to a CL4, aka Care Level 4.

No person to speak to If you have a working phone box nearby, then calling 0800 800 151, should prompt you for the number you are calling about. Either that, see if a neighbour, who is not on BT or EE, will allow you to call 0800 800 151.

You could try withholding your number when you call, to see if it helps. Or even try from a phone box, if you can find one.
