Just because something is expunged from CCAP doesn't mean that it is not discoverable in a moderately thorough criminal background check. With expungement a case is removed from CCAP, but the Wisconsin Department of Justice Crime Information Bureau still has the arrest and conviction information.

There has been an investigation going on for about a month now. As of beginning of September, the DA still had no information. This past Friday, now a case is listed on CCAP as a filed only case. Does this mean the DA still has to review the case? The offender has not heard anything from anyone about a new case, new charges, or court dates.

Why aren’t my charges on CCAP? Only County and State tickets show up on CCAP (County Sheriffs, State Highway Patrol, etc). If you received a ticket from a municipality (City, Village, etc), then it won't show up on CCAP.
In my experience, most judges take the position that they do not have the legal authority to seal cases from CCAP, but there are judges that will agree to do it in certain circumstances. You will need the assistance of an attorney to draft a formal motion if you would like to pursue this.
Charges may not show up on CCAP until the date of your initial court appearance. Just because an officer wanted you charged does not mean that you will be charged, or charged with the crime for which you were arrested. With these particular charges, chances of some charge being filed by the prosecutor is high.
